Who We Are
Started in 1980, the National White Collar Crime Center (NW3C) is a grant-funded organization supported primarily by the US Department of Justice through the Bureau of Justice Assistance. NW3C is a non-profit, membership affiliated organization comprised of state and local law enforcement, prosecutorial, and regulatory agencies.  We provide a nationwide support system to state and local law enforcement for the prevention, investigation, and prosecution of economic and high-tech crime.

To provide training, investigative support, and research to law enforcement agencies and related entities involved in the prevention, investigation, and prosecution of economic and high-tech crime.

Position Overview

The position is responsible for managing and coordinating research projects within NW3C and in conjunction with outside entities. The position is responsible for conceptualizing, defining, and analyzing research ideas, developing research proposals, concept papers, and plans relating to the various aspects of organizational research. Although NW3C research activities may be either applied or theoretical, the desired outcome will be research that is beneficial to practitioners in the criminal justice field. The position will require substantial interaction with law enforcement agencies and academic institutions.

The right candidate will possess a broad understanding of research and criminal justice theory and practice, impeccable personal integrity and ethics, and a high energy level. The individual must approach the position pro-actively with a self-motivated mindset. Reporting to a Deputy Director, this individual must be able to quickly gain the respect of business partners, managers and executives to foster successful working relationships and produce meaningful results.

Education and Experience Requirements

Doctoral degree from an accredited college or university and a minimum of five years related experience and/or equivalent training preferable in the field of criminology, criminal justice, administration of justice
Practical experience in the criminal justice system is desired
Knowledge of the criminal justice system and related activities is required
Experience with various software (e.g., Microsoft Office and SPSS) and computer equipment is essential
Experience performing research as well as managing research projects
Must possess proven project management skills and public speaking skills

 

Specific Responsibilities

  1. Manages the implementation and operation of research-related programs that meet NW3C’s goals and objectives.  Coordinates the processes necessary to manage NW3C’s current activities and its projected growth.  Approves project schedules and delivery.  Ensures that the activities and operations are carried out in compliance with local, state and federal regulations and laws.
  2. Manages and coordinates research projects.  Conceptualizes, defines, and analyzes research ideas.  Develops research proposals, concept papers, and plans by planning and formulating the various aspects of the research project, the applications that can be utilized, the costs of the project, and the equipment and human resource requirements.
  3. Represents NW3C at conferences and gives presentations both oral and written.
  4. Participates in Media interviews, representing NW3C.
  5. Experience with survey development and methodology
  6. Defines the data requirements and oversees the gathering and validation of information.
  7. Specifies the manipulative and/or computational methods to be applied to models.
  8. Directs the analysis of the data and the utilization of a variety of complex online systems and applications during the problem-solving process.
  9. Develops and implements methods and procedures for monitoring the research projects (e.g., progress reports, staff conferences, etc.). 
  10. Periodically updates management of the current status of projects.
  11. Evaluates the implementation and effectiveness of projects.  Performs validation and testing of the models to ensure adequacy or determines the need for reformulation.
  12. Evaluates the results/outcome derived from the research project and reviews/approves the research project reports.  Project reports may be used for publication in technical journals, for presentation to the agency requesting the project, or for use in further applied or theoretical research activities.
  13. In conjunction with other management, interfaces with federal agencies on grant funding.
  14. Perform special projects and other appropriate duties as assigned, including coordination with other personnel.
  15. Develops and implements procedures and controls to promote communication and adequate information flow within NW3C.
  16. Responsible for reviewing reports, documents, and correspondence related to research activities. 
  17. Ensures operating policies are executed as directed by the Deputy Director for Training and Research.
  18. Reviews and analyzes activities, costs, and operations, and advises the Deputy Director of the status of projects and the results of activities. 
  19. Responds to requests for information from the Deputy Director and executive managers.
  20. Confers with the Deputy Director to review achievements and deficiencies, and advises the Deputy Director on proposed changes to the goals or objectives resulting from the current status and conditions.  Evaluates the results of research operations regularly and systematically and reports these results to the Deputy Director.
  21. Establishes expected standards of performance and conducts timely performance evaluations.  Advises the Deputy Director on creating new positions or modifying existing job descriptions.  Supervises the professional development and training of personnel.
  22. Ensures that the purchasing and obligation of funds are coordinated with the appropriate personnel and are conducted in accordance with NW3C policies and procedures.
  23. Reviews and approves administrative documents (e.g., time sheets, requests for leave, requests for travel, staff development, training, etc.).
  24. Participates in formulating and administering NW3C policies and developing short-term and long-range goals and objectives. 
  25. Performs special projects as required within the established timeframe. 
  26. As necessary, coordinates with other NW3C employees assigned to the special project.
