Membership in NW3C is free and open to federal, state, local and international law enforcement and prosecutorial agencies as well as state and local regulatory agencies and duly constituted permanent task forces and must have a nexus to the prevention, investigation, or prosecution of economic crime, cyber crime, or terrorism.  Membership is by agency.  Neither individuals nor private companies are eligible for membership.
